The CORE Improvement Community (CIC), a network of California school districts engaged in learning about improvement together, is an important testing ground to learn about what this work entails. This report continues drawing lessons from the CIC’s second year as its districts work together towards a common aim: to improve the mathematics achievement of African American and Latinx students in Grades 4-8. The CIC applies a specific continuous improvement approach, called improvement science, to support teams in reaching the aim. Yet the evidence of STEM’s positive impact on young children’s development makes a compelling case for engaging learners in pre-K through third grade in consistent, authentic and high-quality STEM experiences. High-quality P-3 STEM learning need not — and should not — be viewed as an add-on to an already crowded set of learning objectives. Instead, states can integrate early STEM opportunities to advance developmentally appropriate practice and young learners’ growth in literacy and numeracy, executive function and 21st century skills. Districts have now had more than five years to wrestle with how they implement the Common Core State Standards for Mathematics (CCSS-M) (NGA Center & CCSSO, 2010). Many have made large-scale changes in their systems. However, state math assessment scores have remained flat, suggesting that many districts may still be in the early stages of understanding and implementing changes that are necessary to support instruction.
