As a companion to last year’s comprehensive state-by-state analysis, the 2010 edition provides each state with an individualized “Blueprint for Change,” building off last year’s “Yearbook” goals and recommendations. State teacher policy addresses a great many areas, including teacher preparation, certification, evaluation and compensation. Beginning in 1993, Massachusetts’ SAT scores rose for 13 consecutive years. The state’s scores on the National Assessment of Educational Progress (NAEP) shot up, too. By 2005, Massachusetts students became the first to score best in the nation in all four major NAEP categories (fourth- and eighth-grade reading and math).
