Using a panel dataset of all North Carolina public school teachers from 1997-2007, this research paper finds nuanced patterns of teacher quality flowing into charter schools. High rates of inexperienced and uncertified teachers moved to charter schools, but among certified teachers changing schools, the on-paper qualifications of charter movers were better or no different than the qualifications of teachers moving to comparable mainstream schools. Estimated measures of classroom performance for a subset of grade 3-5 teachers show that charter movers were more effective in math and reading instruction, relative to other mobile teachers. Some scholars have criticized these models, arguing that competition from charter schools is unlikely to produce significant change among public schools. Using data from the Early Childhood Longitudinal Study-Kindergarten Class, I attempt to identify potential mechanisms linking charter competition to achievement in traditional public schools. An earlier report from this study documented the substantial variation in CMO student achievement impacts as well as variation in CMOs’ use of particular educational strategies and practices. During the 2012/13 school year–the period covered by this study–of the 85 public schools in New Orleans, 75 were chartered, enrolling more than 84 percent of all public school students in the city in 92 different school campuses. This study explored organizational, operational, and instructional features of New Orleans charter schools serving grades 3-8 that are potential indicators of student achievement growth in English language arts (ELA), math, and science. The research employed an in-depth qualitative case study method. The main participants were principals, lead teachers, teachers, and support staff. Interviews, observations, and archival documents were the main data collection tools. The study found that the practice of using technology in teaching by the school, Center for Advanced Research and Technology (CART), has lead to positive educational outcomes. These include increased student achievement in standardized test scores, increased motivation, growth in mean GPA, less behavior problems from students, and improved school attendance by students.
