This paper provides new ways of thinking about, understanding, and explaining how school self-evaluation plays out in Irish schools. Subscribing to the view that policies are not simply implemented but enacted through the creative processes of interpretation and translation, this paper shows how school self-evaluation is performed in Irish schools in various ways by various people. The study’s aim is to explore how, through sensemaking, teachers and principals enact this policy in schools. In total, 272 teachers and 23 principals from pre-schools, leisure-time centers, compulsory schools, and upper secondary schools completed a questionnaire. The findings show the need for understanding central policy concepts, alignment with previous experiences, and a social context within which the policy can be understood, negotiated, and enacted. A flurry of educational reforms over the last decades have rapidly transformed the municipal school arena into a market in which independent, for-profit schools have expanded and school segregation has increased. This article examines municipal responses to these reforms using the theoretical framework of policy enactment.
