The present study investigated how factors at teachers’ personal and school levels are related to their motivation to participate in professional learning activities. A questionnaire was completed by 472 Chinese teachers. Multivariate analysis revealed that several factors at the teacher level (teachers’ prior experience with learning activities, teaching experience, self-efficacy and conceptions of learning) and the school level (work and emotional pressure, colleague support and principal leadership) were related to their motivation to participate in professional learning. Using answers to a questionnaire, 15 teachers’ sense-making processes were characterised by three types of search for meaning: assimilation, adaptation, and toleration. We further specified the teachers’ sense-making through their experienced sources of ambiguity and uncertainty (limited resources and conflicting goals) and a detailed description of their personal frames of reference. These aspects were considered as important by teacher educators in a previous review study. A total of 583 Dutch and Chinese teacher educators completed a digital questionnaire regarding the content of teacher educators’ learning, their learning activities, and reasons for learning. Most teacher educators perceived all professional learning aspects as relevant for their practice.
