A flurry of educational reforms over the last decades have rapidly transformed the municipal school arena into a market in which independent, for-profit schools have expanded and school segregation has increased. This article examines municipal responses to these reforms using the theoretical framework of policy enactment. More specifically, the genesis of Maple Grove secondary school in a Swedish municipality is analysed by taking contextual factors into account. Analyses were based on 2 cross-sectional data collections performed in 2014 and 2016, respectively (147 school units), one among teachers (n = 2,024) and the other among 9th-grade students (n = 9,151). Multilevel analysis was applied, estimating 2-level random intercept linear regression models. Results show that teachers’ ratings of school leadership, teacher cooperation, and school ethos, as well as student-reported marks differ across school segregation profiles. Our two independent research projects in Finland and Germany have additionally revealed a somewhat surprising and not yet fully understood tendency of certain middle-class parents to actively avoid the most reputable schools. Using these findings as a starting point, the paper investigates the motives and reasoning behind middle-class parents’ avoidance strategies in the cities of Espoo (Finland) and Mülheim an der Ruhr (Germany).
