The MSP Program anticipates that the partnerships will be instrumental in improving student achievement, as well as reducing achievement gaps among student populations differentiated by race/ethnicity, socioeconomic status, gender, or disability, a strategy advocated by Haycock, Hart, and Irvine (1991).
