Introduced by the federal Australian government in 2016 as a gate-keeping mechanism for students entering teacher education, we apply a four-dimensional framework to analyse LANTITE’s role as a reform measure aimed at improving teacher education, and its impact on shaping understandings of ‘teacher quality’ and ‘quality teacher education’ in relation to the broader field. We therefore needed to investigate the criteria for evaluating teacher research. The research timeline of this study covered four school years. We analyzed research reports and evaluation forms. We found that five quality criteria are useful for assessing teacher research. We made concrete operationalizations of these five criteria and their indicators. We found that successfully conducted teacher research contributes to professional and school development. Fourth-grade classroom data from the IEA’s Trends in Mathematics and Science Study (TIMSS) 2015 revealed that although measures of teacher quality were only weakly related to one another, countries with more variation along one dimension (for example, experience) also have high variation along other dimensions (such as education, or readiness to teach math topics). Measures of teacher quality were not strong or consistent predictors of instructional alignment or time, suggesting that primary school teachers’ preparation to teach mathematics may have limited influence on classroom opportunity to learn. Empirical data are master student teachers’ texts (transcripts, reflections) based on observations and interviews of practising teachers. The texts were analysed in an abductive process. We can identify four specific characteristics of how improvisation in teaching is conceived; improvisation of design, improvisation in communication, and improvisation dependent on repertoire and context. However, teachers experience severe challenges in their improvisational practices, e.g. with regard to their knowledge base, the accountability agenda and teacher autonomy.
