We analyze food guidelines in Mexico and Guatemala to draw attention to embedded, but often unrecognized, cultural values of standardization and individual responsibility. We suggest that nutrition policy would be improved by attending to the cultural values within nutrition science, and that nutrition guidelines should attend not only to other people’s cultures but to what we are calling “cultures of nutrition.” We conclude by offering an example of an adaptive approach to policy-making that may be useful for handling situations where many different cultures of nutrition collide. These policies began in the aftermath of the 1997–98 Asian financial crisis and have proliferated in recent years. This Survey will examine these policies, paying particular attention to implementation problems, including effective targeting through the construction of a unified database. It will also examine both food policy and broader health policy issues. We created the Legislative Health Policy Certificate Program – an in-depth, multi-session series for lawmakers and their staff – concentrating on building systems thinking competencies and health content knowledge by applying a range of systems thinking tools: behavior over time graphs, stock and flow maps, and a system dynamics-based learning lab (a simulatable model of childhood obesity).
