Although the number of flipped learning articles has increased since 2011, systematic reviews of flipped learning have been criticized for lacking a theoretical framework. The aim in this article is to explore the link between flipped learning and active learning: specifically, which theoretical frameworks are described. A scoping review was adopted as the research methodology. The selected studies indicate that this link between flipped learning and active learning is rarely explicitly addressed or operationalized. Twenty studies from 2008–2020 were reviewed: 17 had a single-subject design and three a group-comparison design. The studies included a total of 135 students with ID. Consistent with previous studies, the analysis showed that interventions with systematic and explicit instruction with feedback and the use of manipulatives are effective instructional approaches and strategies for students with ID. This study reveals that effective interventions are well-structured, high intensity learning sequences adapted to the students’ achievement level. The report intends to raise the alarm and to advocate for improved programs for these students. It is, however, a false alarm due to biased methodology and misleading arguments. The report’s norm-referenced framework guarantees “losers” as well as “winners,” regardless of any true improvement made by the students. Also, the “regression to the mean” effect produces a false illusion of a tradeoff of over-progress by low achievers at the cost of under-progress for high achievers.
