Awards based on individual teacher performance were introduced in 2005-06, and the program evolved into Accelerating Student Progress: Increasing Results and Expectations (ASPIRE) in 2006-07 with the incorporation of value-added methodology. This evaluation focuses on the 2010-11 year of ASPIRE, for which HISD paid out over $35 million. Award programs generally aim to increase student achievement by rewarding educators financially. HISD additionally designed ASPIRE to encourage teacher cooperation, align with the district’s other school-improvement initiatives, use value-added data to reward teachers reliably and consistently, include core teachers at all grade levels, and address alignment of curriculum to tests on which awards are based. eric.ed.gov har udgivet: Teacher effort, a critical component of education production, has been largely ignored in the literature due to measurement difficulties. Using a principal-agent model, North Carolina public school data, and the state’s unique accountability system that rewards teachers for school-level academic growth, we show that we can distill effort from teacher absence data and capture its effect on student achievement in a structural framework. We find that: (1) Incentives lead teachers to try harder. The bonus program reduced the number of sick days taken by about 0.6 days for an average teacher; (2) When teachers try harder, students do better. Increased effort of teachers translates into improved student performance. Such incentives offer bonuses for the highest-performing teachers to move into schools serving the most disadvantaged students. In this report, we provide evidence from a randomized experiment that tested whether such a policy intervention can improve student test scores and other outcomes in low-achieving schools. The intervention, known to participants as the Talent Transfer Initiative (TTI), was implemented in 10 school districts in seven states. The highest-performing teachers in each district–those who ranked in roughly the top 20 percent within their subject and grade span in terms of raising student achievement year after year (an approach known as value added)–were identified.
