Yet, there have been substantial changes in the educational policy landscape over the past five years. New laws, including the No Child Left Behind Act of 2001 (NCLB), have changed requirements for teachers. Assessment-based accountability policies at the state-level have created standards and increased oversight of schools, especially those with low-achieving students. Drawing on meta-governance and policy network theory, a heuristic analytical framework of meta-governance strategies was applied on two contrasting Dutch education policy cases. The results show that the use of meta-governance strategies differs according to the degree of formal responsibility of the central government. Creating nodes in a policy network turns out to be a specific strategy, and the effectiveness of different meta-governance strategies is interrelated. The report intends to raise the alarm and to advocate for improved programs for these students. It is, however, a false alarm due to biased methodology and misleading arguments. The report’s norm-referenced framework guarantees “losers” as well as “winners,” regardless of any true improvement made by the students. Also, the “regression to the mean” effect produces a false illusion of a tradeoff of over-progress by low achievers at the cost of under-progress for high achievers. Student engagement, which is energized by motivation as explained by self-determination theory (SDT), is a prerequisite for learning. Therefore, this study investigated how the three perceived psychological needs in SDT affected student engagement in online learning using pre- and post-questionnaires completed by 1201 Grade 8 and 9 students within 6 weeks of partaking in online learning. The results suggested that digital support strategies better satisfied students’ needs, that all of the needs were predictors of the level of engagement, and that relatedness support was very important.
