As a companion to last year’s comprehensive state-by-state analysis, the 2010 edition provides each state with an individualized “Blueprint for Change,” building off last year’s “Yearbook” goals and recommendations. State teacher policy addresses a great many areas, including teacher preparation, certification, evaluation and compensation. Annual state assessments, however, which are the typical measure of student growth, usually cover only reading and math teachers and only in grades 4-8. These state assessments thus cannot generally be used to measure contributions to student achievement growth for early elementary school teachers, most high school teachers, and teachers of other subjects. Since the implementation of NCLB, there has been increased course-taking in science, math, and the other traditional academic subjects by high school students in this country. Research shows that the consequence has been a loss of opportunity for many students to enroll in CTE–resulting in declines in CTE enrollments at the secondary level. A 2002 study found that over the coming decade, the country will be facing increases in public secondary school CTE enrollments, which will mean an increase in demand for new CTE teachers. Part 1 provides general information on coaching, including the need for coaching and the goals of coaching. Part 2 describes critical coaching practices that are linked to improvements in teacher practice and learner outcomes. The empirical study is made in the form of a semi-structured interview with primary teachers (N=15). Compared to earlier research in the area the results highlight the importance of clear learning aims for the outdoor sequence. The results show that teachers view outdoor education as an opportunity to study nature “for real”, which, according to teachers, increases the interest of the children. As aspects that obstruct outdoor teaching, teachers mainly describe different organizational-economic aspects.
