Across its 47 schools, CVESD educators serve over 30,000 students each day, 90% of whom are students of color and over one third of whom are English learners. Awards based on individual teacher performance were introduced in 2005-06, and the program evolved into Accelerating Student Progress: Increasing Results and Expectations (ASPIRE) in 2006-07 with the incorporation of value-added methodology. This evaluation focuses on the 2010-11 year of ASPIRE, for which HISD paid out over $35 million. Award programs generally aim to increase student achievement by rewarding educators financially. BELL’s middle school program serves rising sixth- through eighth-grade students who are performing one to two years below grade level. The goals of the program are to increase students’ literacy and math skills and to enhance their social development. Overall, the findings from this study indicate that BELL mounted a fairly well-run and well-staffed five-week summer program in summer 2012 and that students attended at a high rate even though the program was voluntary. This study substantially broadens the existing evidence on access to effective teaching by examining access in 29 geographically dispersed school districts over the 2008-2009 to 2010-2011 school years. The report describes disadvantaged students’ access to effective teaching in grades 4 through 8 in English/language arts (ELA) and math, using value-added analysis to measure effective teaching. On average, disadvantaged students had less access to effective teaching in these districts. The purpose was to ascertain whether student gains were sustained in a second year of PD participation. Data verified gains in Year 1 versus Pre-PD baseline, with continued gains in Year 2 atop those achieved in year 1 of PD participation, reflecting a positive trend and continued advantage over non-PD schools in the same districts. Results showed that student in PD schools gained 7.7% (p<0.01) more in Math in year 2 atop 18.9% (p<0.001) gains from year 1, versus gains of 0.5% (ns) and 4.2% (p<0.01) for non-PD schools in the same districts. Everyday Mathematics (EM), was reviewed by the What Works Clearinghouse and is reported to have “potentially positive effects” on students’ mathematics achievement. However, most of the studies that have evaluated EM have used quasi-experimental designs or are small-scale randomized control trials. This study reports the preliminary year one findings for Kindergarten and 3rd grade cohorts of the first scale-up evaluation of this widely used curriculum. In Spring 2010, only 56.6% of students in Philadelphia Public schools scored proficient or advanced on the Pennsylvania State Standardized Assessment (PSSA). In Philadelphia Empowerment Schools, the 107 lowest performing schools in the Philadelphia School District, only 45.8% of students scored proficient or advanced (PSSA preliminary results). Yet, across these schools, there is wide variation. While over 80% of students in some Empowerment schools scored proficient or advanced in math, in other schools less than 20% of the student population reached math proficiency.
