The analysis uses rational reconstruction to formulate the components of the hardcore and protective belt of knowledge capital theory. By critically surveying the literature, it challenges the validity of the claims made by Erik Hanushek, Ludger Woessmann and the OECD that there is a causal link between cognitive development and economic growth. It concludes by stating that knowledge capital theory in its current form is degenerate and should be considered a high-risk research programme and that more sophisticated theories are required to be developed to explain current phenomena. In return, Washington has agreed to waive some provisions of No Child Left Behind. This paper examines a special case of community of inquiry consisting of only one learner and one instructor. Together they engage in an online coaching discourse to form a relationship of inquiry. Within these relationships, coachees pass through processes of practical inquiry process while a coach supports the process. In this paper the authors focus on process quality–the quality of child care center instructional practices and teacher interactions with students. They use an instrumental variables technique to estimate the effect of child care center process quality on academic achievement for children. They use a national data set, focusing on low-income children, to examine the effects of high process quality child care on math, reading and vocabulary outcomes for preschool children. It also sought to determine the differences between employees’ and employer/supervisors’ perceptions of the degree of importance of mathematics skills for office occupations. Following a review of literature, a preliminary list of business and office mathematics skills was submitted to an advisory committee of business teachers, field tested, and refined into a questionnaire that contained a list of 36 basic mathematics skills and 30 mathematics-related business skills.
